On September 21, 2011, the Committee of Ministers of the Council of Europe adopted an important Recommendation to all member states of the organization regarding the appropriateness of the classic notion of media regarding the rapid development of new technologies facilitating and modifying tremendously the entire media sector. The Committee considers (and I for one completely agree with it) that a new notion of media is to be adopted by the member states in order to preserve the Human Rights (amongst which the freedom of expression and information – article 10 of the European Convention for the Protection of Human Rights and Fundamental Freedoms.
