The introduction of the Centralized Automated Electronic Procurement Information System (“CAIS EAP”) has been delayed

With an amendment to the Public Procurement Act, the National Assembly postponed the introduction of the CAIS EAP obligation, which was scheduled for 01.11.2019. The obligation to initiate and conduct procedures through the CAIS EAP platform will be made in stages, by groups of contracting authorities. The timetable will identify the individual groups of contracting authorities that are required to use the CAIS EAP for public procurement procedures, as well as the dates from which the obligation arises. The change is due to the lack of readiness to launch the platform, as well as ensuring that we make the transition to the platform as seamlessly as possible. The phased introduction of the CAIS EAP will ensure a gradual increase in the number of contracting authorities using the platform, which in turn will lead to a smooth transition to the new platform and the elimination of problems that would otherwise affect a wider range of contracting authorities. Until the obligation to use the CAIS EAP platform comes into force, in accordance with the schedule of the Council of Ministers, the contracting authorities shаll apply the current procedure under the Public Procurement Act.
