Energy is a field where change and development come quickly. That can be seen clearly by the fact that three new Bills concerning it have been submitted before the National Assembly for consideration. Two of them are for amendment of the Energy Act and the third one envisions the creation of an Act for the Renewable Energy in Marine Spaces.
The first Bill for amendment of the Energy Act is the smallest in volume. It only provides for the addition of the possibility to terminate the powers of the Energy and Water Regulatory Commission before the expiry of its mandate. The motives behind the Bill are to guarantee the independence and the impartiality in the energy policy as an essential sector for the development of the country and the quality performance of the Commission’s duties.

The second Bill for amendment and supplement of the Energy Act concerns the request for costs offsets from the electricity transmission and distribution companies, arising from their duties for connection of energy objects for production of electricity from renewable sources, as well as the procedure for payment of such compensations. The aim of the Bill is to attract investments in renewable energy sources and facilitate their connection to the electricity transmission and distribution networks, which has proven to be a main problem at present.

The third and largest Bill – the Bill for an Act for the Renewable Energy in Marine Spaces also aims to develop the use of renewable energy sources. It is envisioned that the Bill will regulate the public relations associated to the production of electricity from wind power plants in marine spaces. The main objectives of the Bill include encouraging the efficient use of natural resources for production of electricity in marine spaces by creating the conditions for connecting the electricity to the transmission and distribution networks; innovative and sustainable development of the energy policy while also creating the required conditions to achieve the European Union’s energy and climate aims (including to fulfil the commitments created by European legislation) (Article 3 of the Bill).

The Bills visualize the desire to develop and modernize the energy policy of the country, showing as a main focus of the development the renewable energy sources. The Bills are submitted at first session and are to be revisited on subsequent readings from the National Assembly.
