Transfer from the territory of the Republic of Bulgaria to the territory of another country of the Union.
In order to execute a transfer, it is necessary to submit an application for registration for export and transfer with the Bulgarian Ministry of Economy and Industry.
Annex IV to Regulation (EU) 2021/821 lists dual-use goods and technologies for which a licensing regime has been introduced and which are controlled during transfer.
The application is also accompanied by information on the planned foreign trade activities with foreign partners and dual-use goods for a period of no less than one year, and it is important that the information is accurate, clear and comprehensive.
After successful registration, a registration certificate for export and transfer of dual-use goods is issued. The certificate has a validity period of 5 years, and after its expiration a new registration is made for the same period. In the event of a change in the circumstances under which the certificate was issued, a new application shall be submitted to the Ministry of Economy and Industry within 14 days of the change in the circumstances.
Upon obtaining the certificate, an application for a permit for the transfer of dual-use goods and technology should be submitted. There are three types of permits, namely:
- General transfer permit;
- Global transfer permit;
- Individual transfer permit.
Where the national legislation of the concerned persons does not issue documents required in the course of the procedure, a written declaration shall be submitted by the concerned persons, confirming the circumstances which would have been established by the documents.
Export from the territory of the Republic of Bulgaria to the territory of a third country.
In order to execute an export, it is necessary to submit an application for registration for export and transfer with the Bulgarian Ministry of Economy and Industry.

It should be noted that there are other dual-use goods and technologies for which a licensing regime has been introduced, as they are listed in the Bulgarian Export Control of Defense-Related Products and Dual-Use Goods and Technologies Act. Namely:
- Dual-use goods designated by an act of the Council of Ministers, other than those listed in Annex I to Regulation (EU) № 2021/821, which pose a threat to public security and human rights;
- Dual-use goods other than those listed in Annex I to Regulation (EU) № 2021/821, where the conditions of Article 4, paragraphs 1 to 5 of the Regulation are at hand;
