The Bulgarian Public Procurement Agency has published an update of its instructions on the drafting and submission of applications/offers in the Centralized Automated System “Electronic Public Procurement” (“CAIS EPP”) by unregistered associations.
It is important to note that from the very beginning when submitting offers, the name of the candidate/participant must be amended by entering the name of the association by choosing edit.
After changing the name of the candidate/participant, the members of the association should be added. After adding a name and Unique Identification Code (“UIC”), the system performs an automated check in the Bulgarian Commercial Register and Register of Non-Profit Legal Entities.
In this case, the applicant/participant will not be registered in the Bulgarian Commercial Register and Register of Non-Profit Legal Entities. If the economic operator – member of the association does not have a UIC, the field shall be filled in with text, such as “not available”, and/or symbols. Upon validation, the system states that the economic operator is unidentified and allows for the manual entry of the economic operator’s name in the “Name” field.
The described actions are repeated as many times as necessary until the addition of all participants in the association, including the participant who submits the offer, after which the changes are saved.
After proceeding with the submission of the application/offer, the system opens the newly introduced modal card, containing only the name of the association.
After placing the required number of electronic signatures, the application/offer is submitted by selecting the “Submit” button.
It is important to note that the steps described above are also valid in cases where an authorized person submits an application/offer on behalf of an unregistered, for example foreign, economical operator.
