The Ministry of Justice has unveiled an efficient solution for individuals and legal entities seeking information regarding property seizures through an electronic inquiry system available on its website.
The newly introduced system offers four distinct types of property seizure inquiries, enhancing accessibility and convenience for users:
- check for notification of a property seizure, imposed by a bailiff
- check for changing the status of a property seizure imposed by a bailiff
- check for presence of property seizure
- check for presence of property seizure of a person.
Access to the first two services is facilitated through the Information System for a Single Entry Point for Property seizures from the Single Portal of the Executive Authorities in the Justice Sector and through registration in the System for Secure Electronic Service of the Executive Agency “Infrastructure of Electronic Government”. In the case of electronic authentication with a qualified electronic signature, it is necessary for the same to contain information about the uniform civil number of the author of the signature in the field “serial number” = uniform civil number.
Upon registration of a property seizure/subsequent change of property seizure status in the Information System for a Single Entry Point for Property seizures and available registration in the System for secure electronic delivery, the individual/legal entity receives by e-mail a message about the property seizure registered in the information system/the registered change of circumstances in the information system of the property seizure of movable property, subject to registration by law, with the following information: in whose favor the property seizure was imposed; date of imposition; the case/future claim on which it is imposed; the debtor; location of property; the bailiff in judicial execution.
For the other two inquiries for presence of property seizure and presence property seizure of a person the access is through the Single-Entry Point Information System for Property seizures from the Single Portal of the Executive Authorities in the Justice Sector.
To access the services, the applicant identifies himself with a valid qualified electronic signature or through the electronic authentication system maintained by the Ministry of e-Government. An inquiry to the database of imposed seizures can be made according to the following criteria:
- name, respectively company/name
- uniform civil number/personal number of the foreigner/uniform identification code of the persons who are the owners of movable property, the property seizures on which the law stipulates to be registered in the register
- data on a movable property on which a property seizure has been imposed
- data on the imposed/deleted property seizure
The inquiry contains data on property seizures of movable property, subject to registration by law, imposed after the entry into force (from 20.07.2023) of Ordinance No. H-3 of April 6, 2023.
After submitting an application for the provision of either service, the information system generates an electronic inquiry that can be viewed, saved or printed.
A fixed fee of BGN 5 is payable for the services.
