1. Fees removal for issuance of documents by the Geodesy, Cartography, and Cadastre Agency

A decision was made at a meeting of the Council of Ministers to remove the fees for documents issued by the Geodesy, Cartography, and Cadastre Agency.

As a result, property sketches and charts of the self-contained objects in buildings, will be provided to requesting institutions and authorities, individuals with public functions, and organizations providing public services, completely free of charge, electronically and officially.

Consequently, the time required to perform the services will be reduced, as well as the number of interactions with the administration, because the services will be provided electronically.

Institutions and authorities will no longer require paper copies of property sketches and charts of the self-contained objects in buildings.

2. New draft law, proposing amendments on the Cadastre and Property Register Act

Meanwhile, on April 16, 2025, a new draft law was introduced for amending the Amendments and Supplements Act to the Cadastre and Property Register Act (ASACPRA).

We present some of the more notable proposals included in the draft law:

  • It is proposed to supplement the information for property batches with data on the tax assessment, the legal basis for the transfer of property rights (sale, inheritance, prescription, etc.), structured data for court decisions on claims, and data for acquisition through the exchange of movable property;
  • It is proposed to expand the current mechanism for notifying owners about changes to property parcels via SMS (text message) at the owner’s request, with an obligation to notify all owners for whom telephone numbers or email addresses have been collected;
  • It is proposed to introduce measures to limit the risks arising from the procedure for establishing ownership by prescription through a declaratory notary deed, including notifications to owners by letter to their current address, as well as the provision of free checks by notaries in centralized registers of central administration to verify, for example, whether witnesses are indeed neighbors;
  • It is proposed to introduce a new section in the property parcel file, in which factual checks will be recorded, thereby establishing traceability and the ability to analyze the grounds for acquiring property by prescription.

In the event of the realization of the above proposals, a number of improvements will be made to the electronic maintenance of the property register, including those aimed at protecting against property fraud and reducing the administrative burden on both natural and legal persons.
